Criminal activities just have causes... For example imagine the following situation:
One has a pipe burst on his apartment. So obviously he has some trouble, since the hole apartment is getting flooded. So now you could say "Oh my god! Look all the water, we have to do something!". And then you could admit "Yeah, maybe we should install some pumping plants and pump out all the water... that would greatly fix the problem, even it could be averted completely.". Thinking about that idea you come finally to the conclusion, that this is in fact a really great idea... just think of all the possibilities for using that water now! Instead of just pumping out of the apartment you could redirect it to your flowers and plants, or even in your garden and maybe also use it to fill some swimming pool. Just great, at all! Also you could say "Hey! Why don't we monitor the hole process so we could make meaningful decisions, for example where we have to install new pumping plants or whatever.". But finally you missed one simple fact: you just forgot the causes and reasons why your apartment is getting flooded anyway.
But that was just some example how ridiculous things can get, when you never question the reasons. Criminal activities of course don't have such simple causes, since human behavior and ways of thinking are subject to highly complex processes.
