I found an interesting tileset creation program, "Reiner's Tileset Maker":

What this program is handy for is this:
Say you have a LOT of preformated/preprocessed tile images that you wish to create a tileset from (a bunch of 32x32x24-bit BMP format images).
Normally you would have to open your tileset image (e.g. "Blank_Tileset_Max_Size.bmp") in a paint program (such as Paint Shop Pro), open ALL of your seperate tile images in the paint program, and then copy/paste/copy/paste/copy/paste/copy/paste/copy/paste/copy/paste/etc...
...a TOTAL PITA LOL!
With Reiner's Tileset Maker, you simply create a new fixed sized tileset (e.g. 512x512), open the folder that contains all of the seperate tile images, click the "Add all to tileset" button, and...
WHAMMO!
A new tileset is automatically created with ALL of your seperate tile images pasted into their proper locations in the final tileset image
BTW, an inportant note:
The final saved tileset image that Reiner's Tileset Maker creates is in 32-bit "BMP" format (CS2D does NOT recognize 32-bit images)... you'll need to load this final tileset image one last time into your paint program, and then save it as a 24-bit "BMP" format image.
