Is the problem happening when you are using the built-in web browser in the Steam client, or actually your main web browser (MSIE, Firefox, Chrome, etc...)?
If it's the latter, Steam's Store page, as well as all of the community pages (your profile page, Steam group pages, and the "Community" page) do *NOT* store login cookies.
Always had been a PITA for me, as I usually use my web browser for surfing around Steam's site (as I detest the built-in Steam web browser). But, I threw together this VB script to assist in logging in (only works for MSIE) -> http://jasonwilliams400com.startlogic.com/snor/weeds/Swamp_Buzzards_Clan/Steam_Community_Auto_Login/

Its just because he never had steam.
Otherwise i recommend u use another browser. I had these errors with google chrome, but not with firefox.

That being said, like I replied previously, if his problem is when using his web browser; again, clearing cookies/browser cache/etc.. will ALSO have NO effect (for ANY web browser)... as Steam's web site and pages do NOT store login information (via cookies, or otherwise anything else for that matter).
Just for clarification:
There ARE two areas of Steam's web site where cookies ARE used for login info. Steam's tech support area -> http://support.steampowered.com , as well as the official Steam forums -> http://forums.steampowered.com/forums/index.php .
But, cookies aren't used for the rest of their web pages and site (including the "Community", user profile, and Steam "groups" pages).
