Nothing wrong with Opera. Either the video has no higher resolution or you are doing it wrong.
On every video I have only 'auto' and 360p quality. On older ones too, which I watched at 1080p.
Update it.
Also, Opera 17 support additional "Media Source Extensions" and "MSE & WebM VP9" is comparison to 12.16

Check another browser, see if Opera is actually the problem. If so keep on using the other browser or reinstall Opera.
On Chrome everything is okay. After reinstalling nothing happened.

I'm using still oldest 12.16 not 17 because of some reasons. try go to YouTube HTML5 and disable or enable it, may works. And remember that Opera don't support H.264

Enabling HTML5 does nothing.
1 question: which version of opera is the newest but without that Chrominium (or something like that) engine?
