The tournament holders should decide what tiles and map size the maps are allowed to be/use.
There are no restrictions on the tiles and sizes. Of course one has to respect the copyright/licence of artwork. So only use tiles, that you know are allowed to use.

If you don't, I could bet that someone will complain saying "Oh, if I knew about those tiles, I would have won."
Well, that can be said about every tournament. If I had known tactic X/Y my team would have won the match...

In general mapping tournaments are a bad idea, you are forcing people to create maps without them having their own cool idea of one. Of course you will stimulate a few people to compete, but it will never have a lasting effect.
You are actually allowed to submit maps that are 4 years old (just no more than 5 years).
This mapping contest isn't really about creating new maps, but discovering the good ones that have been created and simply haven't been 'discovered' yet.
