The problem is that the game is quite old and based on DirectX 7 which isn't properly supported anymore and therefore very slow.

Trying compatbility modes that Windows provides for running executables may improve the performance a bit in some cases.

See above things you could try, as well as installing DirectPlay (Turn Windows Features on or off > Legacy Components).

If all else fails, I heard you could use dgVoodoo2, but it can result in graphical glitches.
