When DC says they can.

probably never. there are too many idiots who spam as guests and moreover there are many registered users who think that they don't have to login when guest accounts are possible...

It's very sad but allowing guest posts seems to be not possible nowadays

we all have far less trouble when guest posts stay deactivated.
