dENd: I just share the news of a new breakout massacre. 
Swat wear these. Criminals make their own armor from scrap, kevlar sheets, metal plating, etc, that's why they're very protective unless shot by armor piercing rounds which most polices don't have. I searched Google but all I find is armor made by nerds.

Oh yes and they assemble their guns from empty cardboard cilinders and stones. Also they make their bullets from marbles and they use seashells for trading instead of money.

Alistaire: I think armor is too heavy to come in like that so they have to ship in separately, armor may never come in one piece. So to say, illegal stuff can come in many ways.
